Conti Federal is currently constructing a cutting-edge 64,500 square foot Radio Frequency (RF) Facility at Ellsworth Air Force Base (AFB), South Dakota, in support of the B-21 program. This facility is one of several pivotal projects contributing to the multi-year beddown of the B-21, enhancing the Air Force’s operational readiness and technological capabilities.
The RF Hangar will feature a single aircraft measurement bay designed to support the critical radio frequency testing of the emerging B-21 airframe. In addition to the measurement bay, the facility will include back shop, administrative, and support spaces, all built to meet stringent security standards. The project also incorporates key infrastructure elements, such as intrusion detection systems (IDS), access control systems (ACS), closed-circuit television (CCTV), and user-funded equipment, ensuring a secure environment for operations.
Conti Federal’s scope includes the construction of utilities, and a new airfield apron, designed in compliance with the Unified Facilities Guide Specifications (UFGS) and Department of Defense (DoD) Unified Facilities Criteria (UFC), including high-performance and sustainable building standards. The project integrates green construction materials and techniques, aligning with DoD sustainability goals while meeting antiterrorism and force protection requirements.
Conti Federal carefully coordinated construction activities to maintain the continuous operation of the B-21 aircraft mission. This includes working on adjacent aprons, taxiways, and roads without disrupting critical operations. The construction of the concrete airfield apron adheres to the UFGS 32 13 14.13 standard, ensuring the facility’s long-term durability and functionality.
To ensure efficient and safe construction, Conti Federal utilized advanced techniques such as Building Information Modeling (BIM) to create three-dimensional models for hoisting and structural erection. Two cranes were used to construct the high and low roof structures for the measurement bay, while the BIM model was employed to minimize risks during the complex structural erection process.
As the project nears completion, the final activities will include the construction of concrete walkways, perimeter grading, bollards, and landscaped areas with washed rock. The site’s underdrain system and foundational preparations will be integrated with paving and grading work to ensure a seamless transition into the operational phase.
This RF Hangar is an essential component of Ellsworth AFB’s B-21 program, providing the infrastructure necessary for the Air Force to test and maintain the next generation of stealth technology. Conti Federal’s expertise in complex construction and coordination ensures the facility will support the Air Force’s mission for years to come.
